A Mixed Use Development Site

The Cartergate site, extending to approximately 0.6 Ha (1.5 acres) within Great Grimsby Town Centre, is a high profile development site suitable for the construction of a multi-storey mixed use scheme.

Owned by the local authority the site is recognised by North East Lincolnshire Council and Yorkshire Forward, the Regional Development Agency, as having strategic importance in continuing the regeneration and renaissance of Great Grimsby Town Centre.

The site currently comprises vacant land, existing commercial and retail premises and open air car parking areas.

Great Grimsby forms part of the larger Grimsby and Cleethorpes conurbation which, with the town and port of Immingham, make up North East Lincolnshire. Recognised as the Food Capital of Europe and able to take advantage of the Humber Estuary, North East Lincolnshire is widely becoming a preferred location for chemical and food industries and also for businesses within the freight and logistics sectors. Good transport links are provided by the A180, which links with the M180 and the national motorway network, and also by the Humber Estuary which provides shipping links to northern Europe.

Great Grimsby is the main urban centre for North East Lincolnshire and the main administrative, office and retail functions take place within the town centre.

The wider Cartergate Area is recognised as being one of the key gateways into the town centre from the residential communities to the south and west of the town centre and as such a Development Brief for the wider Cartergate Area was written and adopted by North East Lincolnshire Council in 2006. Within this Development Brief specific sites were identified as being suitable for mixed use development.

North East Lincolnshire Council are now seeking offers for this site from suitably experienced developers in order to facilitate the comprehensive redevelopment of the site in accordance with the Cartergate Development Brief and other supporting documents.

It is important to all stakeholders that any redevelopment of the site adds to the economic well being of both the Town Centre area and the residential communities adjoining the site area. The Cartergate Development Brief and its variations are seen as key documents in achieving this aim.

Development proposals will be judged on a variety of factors including design quality and adherence to the Development Brief together with information contained within the PQQ (including the financial offer). Shortlisted candidates will be expected to participate in a public exhibition and attend an interview.

Development of the site will be by way of a building lease with the freehold being transferred on completion. All demolition and site clearance works will be undertaken by North East Lincolnshire Council prior to transfer of the site area. A programme of archaeological works will also be undertaken prior to transfer of the site. The site will be leased and later transferred with vacant possession.
